The Federal Bureau of Investigation (FBI) has documented a 1397% increase in sex crime convictions and plea bargains over the last decade. The state has set up the Sex Offender Compliance and Enforcement in Maryland (SOCEM), which is a database enabling citizens to track sex offenders.
Before Halloween 2008, the State of Maryland sent paper signs, showing a large pumpkin, saying "No Candy at This Residence" to sexual offenders. Sex crime convictions damage personal lives, employment, and housing options. Penalties can continue for a lifetime.
